The “National Association for Proficiency Testing” names
Carol Hockert as its Managing Director
The National Association for Proficiency Testing (NAPT) Board of Directors is pleased to announce the appointment of Carol Hockert as the Managing Director of its twenty-four-year-old proficiency testing (PT) program. As Managing Director, Hockert will be responsible for day-to-day operations, and developing and maintaining relationships within the calibration & testing community. Hockert’s broad range of experience with metrology, accreditation, training, and management makes her a great fit as well as the right person for the job.
NAPT’s Chairman of the Board, Charles Ellis, stated, “All of us at NAPT are excited to have Ms. Hockert as part of the team. Everyone here strives to continually improve the services NAPT offers to the metrology community, and we believe the addition of Carol to our organization is consistent with that goal. The Board sees this as a great next step for the association.”

Ms. Hockert is taking over for Richard Brynteson who now will be able to focus on NAPT’s information and technology applications as well as taking on lead programmer responsibilities for NAPT’s QMS Navigator Management Application.
NAPT, the leading metrology Proficiency Testing provider in North America, provides professional administration, coordination and support of Interlaboratory Comparisons (ILC), Proficiency Testing, and Round Robins. PT services include the opportunity to enroll in ILC/PTs in all disciplines, the management of internal PT programs and the development of custom proficiency tests.
NAPT also offers the QMS Navigator software system, which provides a cost-effective set of tools that allows organizations to manage all aspects of their quality programs.
Prior to joining NAPT, Ms. Hockert worked at NIST, where she was the Chief of the Office of Weights and Measures for over ten years. Ms. Hockert was responsible for providing technical expertise, training, international perspective & representation, and oversight to the U.S. legal metrology infrastructure. As part of her responsibilities, she also served as the Executive Secretary for the National Conference on Weights and Measures. Prior to her appointment at NIST, she was the Director of the Weights and Measures Division for the State of Minnesota, where she was responsible for enforcing weights & measures laws and regulations throughout the state. After retiring from NIST, Ms. Hockert continued to provide technical consulting to the metrology community and has been assessing laboratories as both a lead and technical assessor.
After receiving a Bachelor of Chemical Engineering degree from the University of Minnesota, Ms. Hockert began her career as a metrologist in the Minnesota State Metrology Laboratory, where she gained experience in mechanical, dimensional and thermodynamic calibrations, as well as in technical writing.
Ms. Hockert is a Past President of NCSL International (NCSLI), a professional association made up of people and organizations with an interest in measurement science. NCSLI promotes competitiveness and success of its members by improving the quality of products and services through excellence in calibration, testing, and metrology education and training.
